Manager, Human Resources and Payroll

Reports to: Vice President of Strategic Planning and Administration

Location: 15309 Baldwin Street Extension Meadville, PA

Shifts: 1st Shift

POSITION SUMMARY AND KEY OBJECTIVES:

Responsible for the delivery of the entire range of Human Resource and Payroll functions for the MFC Group, presently MFC and MetALLsource, by implementing the effective and efficient use of MFC’s Human Resource Management Systems to contribute to the achievement of strategic business goals.

MAJOR DUTIES AND/OR RESPONSIBILITIES:

Human Resources

  • Responsible for recruitment strategy for both plant and executive office positions.
  • Direct Compensation and Benefit Administration for all locations. Analyze and modify compensation and benefit policies to establish competitive programs and ensure compliance with legal requirements.
  • Provide HR policy, Collective Bargaining Agreement (CBA), employment laws, and Work Rules guidance and interpretation to Management and employees
  • Interpret and administer contracts with respect to grievances, wages, employee welfare, healthcare benefits, pensions, union practices, and other stipulations
  • Identify and address key labor relations issues, challenges, risks and opportunities
  • Help prevent and resolve problems or disputes between the union and management
  • Direct Compensation and Benefit Administration for all locations. Analyze and modify compensation and benefit policies to establish competitive programs and ensure compliance with legal requirements.
  • Employee performance management administration and development.
  • Collection of HR metrics, analysis of data, and identifying and communicating trends of personnel and associated costs.
  • Employee retention and development.
  • Advise Managers on organizational policy matters such as equal employment opportunity and sexual harassment with recommended needed changes.
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
  • Develop labor relation strategy and administration.
  • Responsible for the maintenance of accurate employee records.
  • Benefit provider transactions including Health, Dental, Vision and Life etc.
  • Maintains compliance with federal and state legislation pertaining to all personnel matters.

Payroll Administration

  • Oversee the processing of payroll for the MFC Group.
  • Vendor transactions including, HSA, 401(K) etc.

Human Resource Management Systems, Time and Attendance & Payroll

  • Continuous improvement of the Human Resource Management system for the MFC Group.
  • Responsible for the preparation and maintenance of accurate records.
  • Working closely with I/T to research and resolve problems, preforming scheduled activities and liaison with service providers.

General

  • Supervises Human Resource and Payroll staff.
  • Primary liaison with the Accounting and Finance Department and Corporate Office with respect to accounting, finance, reporting and compliance matters related to human resources and employee benefits.
  • Document workflow and work procedures.

QUALIFICATIONS AND EDUCATION:

 

  • Bachelor’s degree in Human Resources, Business, Organizational Development or related discipline or equivalent experience.
  • Minimum of ten years’ experience in comparable manufacturing and multi-plant environments.
  • Must be knowledgeable on all legal aspects of Federal, State, & Local Regulatory agencies, including labor laws and governmental compliance requirements
  • Ability to understand business practices and Human Resource management, analyze problems, collect data, establish facts, and make good decisions
  • Employee and Labor relations experience.
